Sources with no stated figure
These 3 named sources were read on the dates shown and state no figure. They are part of the count and stay blank.

- European Commission: Data Act FAQs, read 2026-10-28: read in full and no accepted figure on the page

How the figures are worked out
Each figure comes from a sentence on the source's own page, copied word for word on the date given and tied to a fingerprint of that page so the read can be checked later.
Of 7 named sources we could open, 7 state a usable figure and 3 state none; those are listed as silent rather than estimated.
15 could not be opened at all and play no part.
The median, range and quartiles use one figure per source in year, taking a source's own median where it gives several, so the count is of sources and not sentences.
A reviewer rejected 49 candidate sentence(s), each with a written reason.
Where this dataset is heading next (the figures above are still each source's own published number): one row per rule per jurisdiction: what the rule gives or protects (the user's access right and the data holder's licence under the EU Data Act, the Data Act switching off the sui generis database right for data from connected products, the 15-year database right, trade secret protection and its reasonable-steps test, copyright in compilations, personal data in readings tied to a person or vehicle, the electronic logging records a carrier keeps), who holds it (user, data holder, maker of the database, owner of the secret), and the period in years or the date it applies; the rights a seller must hold before licensing readings for training.
We set aside 49 candidate sentences found on these pages, each with a written reason from the reviewer.
